Yes. Every inch cut off a stick increases the effective flex by approximately 3 to 5 points. If you buy a 75 flex stick and cut 2 inches, you are effectively playing with a flex of about 83–85. You need to consider this when buying — if you plan to cut, order a flex slightly lower than the standard formula.
